Who is qualified to give and recieve diksa?

To become a vaisnava is not so cheap but many take it very cheap:
Srila Rupa Goswami has explained in Bhakti Rasamrta Sindhu about the 64 angas of bhakti :
1.2.74-92
1 Adau Sri Guru charanasraya-in the beginning one must accept a Guru
2 Krsna diksanusiksana:One should recieve diksa and siksa from the Guru
In Caitanya Caritamrta :
22.115 Madhya Lila
                               TEXT
               guru-padasraya, diksa, gurura sevana          sad-dharma-siksa, prccha, sadhu-marganugamana
                             SYNONYMS
   guru-pada-asraya--shelter at the feet of a bona fide spiritual master; diksa--initiation by the spiritual master; gurura sevana--service to the spiritual master; sat-dharma-siksa--instruction in the transcendental process of devotional service; prccha--and inquiry; sadhu-marga--the path of transcendental devotional service; anugamana--following strictly.
                           TRANSLATION
   "On the path of regulative devotional service, one must observe the following items: (1) One must accept a bona fide spiritual master. (2) Accept initiation from him. (3) Serve him. (4) Receive instructions from the spiritual master and make inquiries in order to learn devotional service. (5) Follow in the footsteps of the previous acaryas and follow the directions given by the spiritual master.
So many instructiones he has given on how to examine the Guru and the Guru examines the disciple.For at least one year.
Then Srila Rupa Goswami has explained one must chant 64 rounds every day and not fail.
This is mentioned in Prema Vilasa:
Chapter 17: 
prabhura achaye sankhya tina laksha nama; eka laksha bhaktagane kaila kripa dana.
"Lord Gauranga Mahaprabhu standard was to chant 3,00,000 names everyday. But He very mercifully awarded His devotees the process of chanting a minimum of 1,00,000 names of Krishna daily.
shri rupa kaila laksha granthera varnana; tathapiha karila laksha nama grahana.
"Shrila Rupa Goswami has explained and quoted from over 100,000 different scriptures. Even though he was such a great scholar and devotee he himself chanted 100,000 Holy Names daily.
dasa gosvamira ache laksha pramana; ei mata sarva bhakta kare harinama.
"Shrila Raghunatha dasa Goswami also rigidly followed the instructions of Lord Gauranga by chanting 100,000 names daily. In this way all the devotees chanted the Holy Names of the Lord daily without exception.
gauranga shrimukhe rupe kahila vaishnave; laksha nama sankhya kari avasya karibe.
"Lord Gauranga gave the following instructions to all the Vaishnavas Himself and also through Shrila Rupa Goswami: Please compulsorily chant 100,000 names of Krishna daily."
The ritvik camp argue against Srila Rupa Goswami that there is no need of diksa Guru,  that is their foolishness.
 
¨...Of all the regulative principles, the spiritual master’s order to chant at least sixteen rounds is most essential.¨ - Cc 2.22.113
16 rounds is for neophytes attached to power ,position and wealth thinking this has some value,it is for sakama bhaktas, pure devotees will never be happy to only chant 16 rounds.(nor aspiring pure devotees)
Why?
Srila Visvanath Chakravati Thakura has stated in his Anuraga valli:
kim atmana yatra na deha-kotyo dehena kim yatra na vaktra-kotyah vaktrena kim yatra na koti-jihvah kim jihvaya yatra na nama-kotyah
What is the use of a soul that does not have millions of bodies? What is the use of a body that does not have millions of mouths? What is the use of a mouth that does not have millions of tongues? What is the use of a tongue that does not chant Your millions of names?
Those who refuse to chant 64 rounds daily must have little raga, thus Mahaprabhu has stated:
namnam akari bahudha nija-sarva-saktis
tatrarpita niyamita smarane na kalah
etadrsi tava krpa bhagavan mamapi
durdaivam idrsam ihajani nanuragah
O my Lord, Your holy name alone can render all benediction to living beings, and thus You have hundreds and millions of names like Krishna and Govinda. In these transcendental names You have invested all Your transcendental energies. There are not even hard and fast rules for chanting these names. O my Lord, out of kindness You enable us to easily approach You by chanting Your holy names, but I am so unfortunate that I have no attraction for them.
Nanuraga means no raga ,no attachment to the holy name ,only very little attachement.One may waste time but have no time for chanting 64 rounds this is   great misfortune and illusion.Counting money yes but not 100.000 names.
Srila Rupa Goswami has written in his Padyavali:
viceyani vicaryani
    vicintyani punah punah
kripanasya dhananiva
    tvan-namani bhavantu nah
viceyani—to be collected; vicaryani—to be counted; vicintyani—to become the object of thoughts; punah—again; punah—and again; kripanasya—of a miser; dhanani—the wealth; iva—like; tvat—of You; namani—the holy names; bhavantu—may become; nah—for us.
O Lord, just as a miser continually collects, counts and remembers his money, in the same way let us continually collect, count, and remember Your holy names,

So if you are not chanting one lahk given by Lord Caitanya you are not actually qualified for diksa what to speak of given it.And that has to be free from Nama aparadha.So how much qualifikation we have to give and recieve diksa? First we must become humble and let the holy name purifie us.
