That is an interesting question .WHy not because Vrajenda Nandana yei saci suto hoile sei ,Balarama hoilo Nitai.If you worship them in the mood that they are Krsna and Balarama certainly.Why not explain this to the congregation.But please do not forget to observe fasting from grains on Janmastami. One can attain Krsnas mercy on Janmastami and it is important to increase hearing and chanting .Best is if all devotees can also chant 64 rounds minimum on Janmastami as the Maha mantra is the names of Radha Krsna. I pray for all devotee in Ukraine to be protected by the Divine Couple and Gaura Nitai.

of course it is done in the daily worship but publicly ? Nitai Gaura are eternally in the mood of sakhas on Janmastami .And in Jagannatha Puri used to dress up as sakhas on Janmastami as explained in the CC and along with all devotees Lord Caitanya and Lord Nityananda is in the mood of Krsna and Balarama whirling cowhered boy sticks ,Lord Caitanya showed us to never take grains on Janmastami and Srila Prabhupada as well as I have been told by Mother Govinda.
